Why would we as tax payers want to stretch the RCMP resources any more than they are already when we have an organization that is responsible for the welfare of animals and livestock? I can see if the problem is in a rural area where the SPCA doesn't have constables but where they have a presence they should be the group responding not the RCMP.
I see the point you are making quarterhorse...but my previous post was merely meant to point out that your assumption that many RCMP constables aren't horse savvy is incorrect. There are many, many experienced horse people in th RCMP.
Besides, Since most SPCA's are provincial organizations, they have no jurisdiction on reserve lands, whereas a federal organization such as the RCMP does...just one reason why the RCMP has livestock investigators.
Not sure how many SPCA constables you have in BC...but here in Alberta they are stretched pretty thin...something like 8 or so for the entire province AND they have nowhere near the budget that the RCMP does...both organizations work together in many instances.
